The Program Center for International Training and Research (CITAR) is located at The University of Texas School of Public Health (UTSPH) in Houston, Texas. The Mission of CITAR is advanced training in HIV prevention research for foreign health professionals leading to a 4-year doctoral degree at UTSPH, followed by a 5th post-doctoral year doing supervised research in the student's home country.

Support for CITAR fellows may come from a variety of sources, but to date has been generally from the Vietnam Education Foundation (VEF) and AITRP funding from the Fogarty International Center (FIC) at NIH.
